To be or not to be

My recollection of things is that the Nigeria National Volunteer Service (NNVS) was created to serve as the focal point in the Federal Government's effort to mobilise and facilitate the involvement of Nigerians in the Diaspora in Nigeria ’s Development process. About 20 states have established their own state (NNVS) offices, but I cannot say that I see any coordinated dialogue or discourse going on.
As with many other laudable programmes we have had in Nigeria in previous years, it seems that as soon as a new government comes into power all the policies of the old administration are thrown away. Is continuity important?
